During a free national election conducted by United Nations Transitional Authority in Cambodia (UNTAC) in May 1993, Cambodian was governed by a Supreme National Council (SNC) regrouping four major political parties. Administration of the country was temporarily entrusted to UNTAC. Following the installation of interim Provisional Government, the elected Constituent Assembly adopted the national constitution on September 24th, 1993 and proclaimed King Norodom Sihanouk as a Head of State and established the Royal Government of Cambodia (RGC). ˇ@ The King is the Head of State for life time, he holds the throne but does not hold power (the king reigns but doesnˇ¦t govern). He appoints the Prime Minister and Council of Ministers. The King signs decree of appointment, transfer and dismissal of high civil and military officials, extraordinary and plenipotentiary ambassadorsˇK etc. ˇ@ ˇ@ The King also receives the letter of credentials from foreign ambassadors. Upon the approval of National Assembly, he signs and ratifies international treaty. In absence of the King, the president of National Senate House assumes the dowers as Acting Head of State. ˇ@ In March 1999, the second legislation body called the senate was created. The senate has 61 members. Currently the members of the senate have been selected by the political parties with representation in the National Assembly and the King. In the future, senators will be elected by the people. The senate has the right to review all laws passed by the National Assembly and to propose its own legislation. However, senate canˇ¦t Vedeo law passed by the National Assembly. The senate may return any law to the National Assembly for reconsideration. If the National Assembly approves the law a second time, it will come into effect 10 to 20 days after the law is signed by the King. ˇ@ The National Assembly consists of at least 120 members. National Assembly members are elected by a free and fair election every five years. Candidates must be Cambodian citizens of both sexes, aged at least 25 years old. National Assembly members may stand for re-election. The National Assembly is the only organization to adopt the law, subsequent to the approval by 2/3 (two-third) about the national budget and state planning, annual treaties, tax or international convention ˇK etc. They have to submit them to the Senate House for final overview and decision. ˇ@ The Royal Government is the executive organization of the state. It is in charge of overall executive of all national policies. The Prime Minister executes all decisions adopted by the Council Ministers. He presents the decrees to the King for the signature and also can lead the negotiations of treaties, international conventions, economic and defense cooperation. ˇ@ ˇ@ |
